When I was in the Navy and stationed in Spain we were able to purchase gas coupons like that on base. It made gas one hell of a lot less expensive than buying it straight up.

No, you can still pay at the pump. Literally, the attendant sticks your credit card into the pump and after a few seconds, he comes back with the receipt for you to sign. These are for discounts - so spend a certain amount on fuel and you get HK$40 off.
